Ukraine intends to contribute to the Strengthening of the European Energy Security on the Principles of Transparent Market Regulations, and European Union Standards
Volodymyr Lytvyn, Chairman of The
Verkhovna Rada of Ukraine,
made this statement in his speech at the Interparliamentary Assembly of the
Verkhovna Rada of Ukraine,
Seimas of the Republic of Lithuania and Sejm and Senate of the Republic of Poland
held in Vilnius.
Energy market of Ukraine becomes an integral element of the European market. Thus, oil trunk pipe lines of Ukraine have almost been integrated with the European Union systems, which lays a reliable basis for the development of a common strategy to strengthen energy security of Ukraine and the EU, the Head of the Parliament stressed.
He underscored the importance of Ukraine signing the Protocol on Accession to the Treaty establishing the Energy Community during the 8th meeting of the Energy Community Board in Skopje (Macedonia) on September 24, 2010. He reminded that enactment of the Law of Ukraine "On the Principles of Operation of the Natural Gas Market" that introduced common European principles of the natural gas market operation in Ukraine preceded the signing.
"Ukraine´s membership in the Energy Community will facilitate arrangement of a unitary stable non-discriminatory open competitive environment of energy sources and materials turnover to support the growing consumer needs. It will also strengthen energy supply safety in Europe," V.Lytvyn declared.
The Chairman of The Verkhovna Rada of Ukraine expects that accession of Ukraine to the Energy Community will attract extra investments to the energy sector, providing free access of the Ukrainian companies to the EU markets.
Implementation of the energy laws of
the European Union will facilitate integration and harmonize the operation
rules of energy markets of Ukraine
and the European Union, promoting cooperation with other EU member states on
the principle of mutually beneficial partnership.
V.Lytvyn stated that Ukraine was closely monitoring establishment of a single electrical energy and gas market in the EU. "We understand that this process is rather complicated. However, adoption of a new energy strategy of the EU till 2020 will shape a stable and mutually profitable framework of cooperation with the third countries," he stated. "We should cooperate, as the European Union can not dispense with the collaboration in the areas of energy sources supply and transportation."
